Position Summary

The Purchasing Agent will serve as the Agency’s representative on procurement issues and procedures and will support as needed the smooth operation of the Administration Office, including the reception area. They will work with Agency Team Members to facilitate fulfilling the need for supplies and services and to ensure quantity, quality, and compliance related to both internal and external applicable policies. They will negotiate vendor terms and conditions, prices and schedule deliveries using knowledge of budgets and program requirements. This position will also be responsible for analyzing and reporting to Management related to purchasing activity, assist in the annual budget process and make recommendation for best practices related to purchasing.

Essential Responsibilities

  • Adheres to purchasing policies, processes and procedures.
  • Ensures proper purchasing authorization; vendor qualifications prior to purchasing, including conflict of interest matters; and proper coding of all purchases in accordance with budgets and best practices. 
  • Analyzes and makes recommendations related to supply source options.
  • Examines, participates and makes recommendations in RFP and vendor selections when applicable.
  • Negotiates best vendor terms, pricing and delivery based on specific budget and schedule requirements.
  • Works with vendors to ensure proper credit and back-orders are rectified.
  • Reviews all contracts and leases as needed for renewal and purchasing policies adherence.
  • Establishes and maintains vendor relationships, documents, and database records; including, but not limited to, acquiring vendor documentation such as W9s, and credit applications following proper procedures and approval levels.
  • Makes recommendations for Best Practices related to purchasing, works with Management to develop policy and procedures accounting for compliance related to both internal and external policies.
  • Analyzes and reports on vendor performance making recommendation to Management.
  • Requests vendors Certificates of Insurance (COI) as applicable.
  • Maintains vendor contracts and COI files for all vendors.  
  • Works with Management and Finance to evaluate budget needs with regard to Agency budgets and grant budgets as applicable.
  • Carries out warehouse and inventory control policies and procedures.
  • Monitors supply levels and works with departments to ensure adequate and timely receipt of products.
  • Communicates, tracks and reports to appropriate Team Members, Management and Finance with regard procurement of supplies and services related to purchasing needs, as well as provides analysis based on observations and best practices.
  • Uses knowledge of machines and equipment to schedule items necessary to continual production cycles.
  • Supports activities for the Office Administration Department and participates in special projects as needed.
  • Protects all confidential information, company property and electronic data.  Complies with safety rules.
  • Other related duties as directed and deemed appropriate to position.

Knowledge, Skills and Abilities

  • Sound knowledge of purchasing best practices and policies related to non-profits or government agencies.
  • Familiarity with the federal purchasing policy/guidelines.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to analyze and interpret purchasing financial data and prepare reports and/or projections.
  • Knowledge of budgeting, and cost control procedures.
  • Knowledge of vendor reconciliations and analysis.
  • Understanding and knowledge of allocations and job costing.
  • Effective organizational skills and time management.
  • Maintain highest degree of integrity and detail oriented.
  • Proficiency of computers including Microsoft Office and related applicable databases.
  • Prioritize work and meet necessary deadlines.
  • Possess excellent oral and written communication skills.
  • Sound judgment to ability to work autonomously and with team members.

Qualifications

  • High School diploma required, Associates degree from an accredited college or equivalent experience in purchasing preferred.
  • Minimum of two years or more as a Purchasing Agent required.
  • Flexible schedule to work after hours and weekends, as necessary.
  • Must be at least 25 years old, a valid Driver’s License with current minimum Nevada state required auto insurance.

Physical Requirements

  • Primarily works in office environment, but will also work throughout the agency and off-site.
  • Ability to communicate with team members, volunteers, clients and Management.
  • Ability to operate and use office equipment, especially computer, keyboard and mouse.
  • Ability to continuously sit and/or stand.  Ability to climb stairs as needed.
  • May occasionally lift up to 25 pounds.
